This is best done using "keystrokes". To achieve this, prefix each value with a \ (backslash) character.
Suppose that your Accounting Flexfield contains three segments, Company, Department and Account, and that the values you want to allow for each segment are 22 only, 100 to 149 and 3000 to 4999 respectively, then the appropriate section of your DataLoad spreadsheet would look like this:-

Since you are filling each segment completely, you should be able to send all of the characters together, using this alternative:-

but you might find that your system cannot keep up with data being sent so quickly, and you may need to add an *SL or maybe *SL3 afterwards.
