When I'm adding many user's responsibilities, can DataLoad detect a duplicate responsibility or inexistent responsibility and insert another responsbility ? |

DataLoad does not have any error handling mechanism. It assumes that you are providing accurate, clean data.
I would start by running the report that lists all of the Responsibilities, then open the report output in Excel. If you don't know how to do this, search MetaLink using the keywords "Report Viewer Excel". My favourite is Note:178133.1 but it contains a minor error; the mime type should be application/vnd.ms-excel (note that the hyphen is missing in the article).

Next I would run the report of Users Assigned to a Responsibility (or Responsibilities Assigned to a User) and again open the report output in Excel.
Now I have a list of users and their responsibilities, and I can start adding the missing ones with no errors (unless somebody makes some changes between the time I ran the reports and the time I do the updates).

This is slightly pedantic but DataLoad Pro does have some error handling. In the Classic/Macro loads there is no error handling at all. However, the Forms Playback loads in Pro will stop if an error occurs, such as a duplicate record being entered where duplicates are not allowed.
No version of DataLoad allows you to intelligently process an error and continue with the remaining records. That is because this is beyond what is possible with the forms loading technologies.
